I fully respect Google's exact interpretation on the statement "Payment is for digital content that may be consumed outside of the app itself (e.g. songs that can be played on other music players)."

The best I can do is to provide all the facts I have:

1. The app is an unofficial reader of a web forum, hkGalden (https://hkgalden.org/), which can be accessed from any other web browser;

2. The donation url is provided by the forum developer, believe it or not, not me, for the forum development, instead of the app development. I have no way to get the forum developer's billing account to make the donation available on Google Play.
